The 4 Chi You Men Leaders (Spoiler Alert)

So Niao Sun
is the only leader who gets introduced in S3 but not by her name but with a boobs joke. She then pointlessly kidnaps Shenhua (She could have just Shenhua's father to get the mirror) and disappears from the game after two minutes, taking the Phoenix Mirror with her. Awesome!

Shenmue 3 is...

...setting up characters (Niao Sun) and locations (Mountain Treasure Temple) for Shenmue 4.

Shenmue 1 did this with Lishao Tao and Hong Kong.

Shenmue 2 also did this with Yuan Ling and Bailu Village.
 
The Chi You Men are an organization that needs a lot of fleshing out. There's so much about them that we still don't know in the series. And the Grand Masters also sound like an intriguing organization as well. Maybe they also want the mirrors and to achieve the same goals as well.
