Don't mention it, man. I just wish I could find all the correct sources. Some of them have seemingly disappeared from the face of the... Google.
Not as far as we know.
I'm thinking it's possibly a district of Chobu, but that isn't made clear in the article.

I wondered about this too as ιΈθ is pronounced Niaowu in Chinese, as is ιΈε±... I figured Choubu was a Japanese pronounciation which makes little sense as everywhere else like Bailu stays true to Chinese. Oh well.

I am going with the assumption that Niaowu is NOT Chobu considering there are signs in Chobu that directly refer to it as Chobu. Ie "Chobu Shoes Center"

Also the characters are different, θ and ε±. But I would buy that perhaps Niaowu is a district in Choubu, seeing as they both have bird in the name.
