i think PS Access has some kind of special "deal" with Sega and or Koch Media
because all of the promoted Yakuza games are PS4 console exclusive games and PS Access or let's say Hollie
tested all of them and played all of them on Twitch.
she receives english versions of the full games way before the actual release day in the west arrives.
she knew that Yakuza Kiwami 2 was coming to the west way before it was announced.
and Hollie from the PS Access team was also at the Yakuza 6 preview event as a host
together with the translation producers of Sega.
so my guess is that its some Sony - Sega deal.

Kiwami 2 has been out in Japan since last winter so I can ageee there will be little to no patches necessary
